Our approach & impact
PAIR is a UK-built AI adoption platform founded by Dr James Kuht MBE, former CTO within MOD and founding member of No 10’s Data Science team. We help governments move from AI tool access to AI adoption – delivering measurable productivity gains and behaviour change at scale.
PAIR combines world-class content with role-specific assignments. Every participant’s tasks are tailoured to their context, department and personal focus areas. The platform provides instant qualitative feedback to quickly close the loop between learning, adoption and improvement, with a LinkedIn credential at the end of each stage.
PAIR helps public servants save time, improve output quality and embed new ways of working. 95% of participants reported better quality work, and 39% now save five or more hours per week. With proven results across departments like DSIT and GDS, PAIR is the link between AI licences, lasting adoption and impact.

HM Treasury’s 2025 Spending Review makes capability the new currency.
Every department must now deliver ≥ 5 % efficiency gains and cut administration budgets by 16 % by 2029-30 while tapping into the £3.25 billion Transformation Fund and £2 billion ring-fenced for AI to show evidence productivity wins.
The Review’s yardstick is simple:
digitise services, root out waste and build a higher-skilled civil service.

In-Person Workshop
This immersive, expert-led session brings AI adoption to life for senior civil servants in a single day (or half-day). In a closed, on-site cohort of 10 – 70 SCS leaders and director-level officials, participants work through live demonstrations and hands-on exercises tailored to their context. The workshop aligns executives on vision and guardrails, surfaces high-value use-cases, and equips leaders to sponsor bottom-up change. By the end, every attendee can identify quick-win applications and champion the roadmap that converts AI licences into measurable, SR25-ready savings across their organisation.
